Colombia offers the most aggressive film production incentives in Latin America, combining a transferable tax credit (CINA) with a cash rebate program (FFC). The Colombian Film Commission administers both programs, which have attracted over 165 international productions.
Incentive Programs
CINA (Audiovisual Investment Certificate)
CINA provides a transferable tax credit equivalent to 35% of eligible expenses incurred by foreign productions in Colombia on audiovisual and logistical services. A 5% fee is payable to the Colombian Film Commission on issued certificates, resulting in a net value return of approximately 33.25% on total qualifying spend.
For 2026, Colombia allocated a record COP 350 billion (approximately $90 million) to the CINA program, a 49% increase from 2025. This is the largest allocation in the program's history.
FFC (Colombia Film Fund)
The FFC provides a cash rebate of 40% on audiovisual services and 20% on logistical services carried out in Colombia. The FFC results in an average net value return of 30-32% on total qualifying spend. Both CINA and FFC cover pre-production, production, and post-production activities.
