How Does Germany's Film Tax Incentive Work?
Germany offers a multi-layered incentive system combining federal production grants through the German Federal Film Board (FFA) with regional film fund support from its 16 states. The system underwent major reform in 2025, with funding nearly doubled and a uniform 30% rebate rate established.
Federal Incentive Programs
DFFF (German Federal Film Fund)
The DFFF provides a 30% grant on qualifying German production costs (increased from 20-25% as of February 2025). The DFFF and companion GMPF program together have an annual budget of EUR 250 million, nearly double the previous allocation of EUR 133 million.
Regional Film Funds
Germany's regional film funds are among the strongest in Europe. Major regional funds include:
- Bavaria (FFF Bayern): One of Europe's largest regional funds, supporting productions at Bavaria Film Studios near Munich
- North Rhine-Westphalia (Film- und Medienstiftung NRW): Major fund based in Cologne/Düsseldorf
- Berlin-Brandenburg (Medienboard): Supports productions at Studio Babelsberg, one of Europe's oldest film studios
- Hesse (HessenFilm): Growing fund supporting Frankfurt and surrounding areas
Regional funds operate as soft loans that convert to grants if specific conditions (typically local spend requirements) are met. Productions can combine federal DFFF with one or more regional funds.
Planned Tax Incentive
Germany has been working toward implementing a comprehensive tax incentive model alongside its existing grant programs. While the reform was announced in 2024, coordination between the federal government and 16 regional states has delayed implementation. The tax incentive is not expected to take effect before late 2026 at the earliest.
