How Does the Netherlands Film Production Incentive Work?
The Netherlands offers a cash rebate of 30-35% on qualifying production expenditure through the Netherlands Film Fund and the Netherlands Film Commission. The Production Incentive is one of the most competitive in Western Europe, combining generous rates with a well-established production infrastructure and diverse urban and natural locations.
Rebate Rates
The incentive provides tiered rates based on production type:
- 35% rebate: Available for Dutch-initiated productions and official co-productions with Dutch creative involvement
- 30% rebate: For incoming international productions and production services (post-production, VFX, animation)
- Minimum spend: EUR 100,000 in qualifying Dutch expenditure
Qualifying expenditure includes payments to Dutch residents and companies for crew, talent, equipment, facilities, accommodation, and other production-related services.
What Productions Are Eligible?
- Feature films (theatrical and streaming)
- Television series and miniseries
- Documentaries
- Animation productions
- Post-production and VFX services
- Commercial productions meeting minimum spend
Productions must pass a cultural test or qualify as an international production service project. Applications are submitted to the Netherlands Film Fund before production begins.
Why Productions Choose the Netherlands
Amsterdam and beyond. Amsterdam's canal houses, cycling culture, and museum district provide iconic European settings. Beyond Amsterdam, tulip fields, windmills, coastal dunes, and historic cities like Utrecht and The Hague expand the location palette.
English-speaking country. The Netherlands has the highest English proficiency of any non-native-speaking country in the world, making it seamless for English-language productions.
Experienced crews. A deep pool of internationally experienced crew members, many of whom have worked on major Hollywood and European productions.
Logistics hub. Schiphol Airport is one of Europe's best-connected hubs, and the Netherlands' compact size means any location is within two hours by car.
Post-production strength. The Netherlands has a strong post-production and VFX sector, making it attractive for both principal photography and post work.
