How Does New Zealand's Film Tax Incentive Work?
New Zealand offers cash rebates through the New Zealand Screen Production Rebate (NZSPR), administered by the New Zealand Film Commission (NZFC). The program underwent significant changes effective January 1, 2026, lowering thresholds and expanding eligibility to attract a broader range of international productions.
Rebate Rates
International Productions
International productions receive a 20% base cash rebate on eligible New Zealand expenditure. Productions spending NZD 20 million or more can apply for an additional 5% uplift (bringing the total to 25%), provided they meet additional criteria related to economic benefit and cultural engagement.
New for 2026: a separate 5% PDV uplift is available for post-production, digital, and visual effects-only projects, making New Zealand competitive for VFX work even without principal photography in the country.
New Zealand Productions
Domestic productions qualifying under the NZSPR receive a 40% cash rebate on eligible expenditure, one of the highest domestic rates globally.
January 2026 Threshold Changes
- Feature film minimum spend: Reduced from NZD 15 million to NZD 4 million
- 5% uplift threshold: Reduced from NZD 30 million to NZD 20 million
- ATL cost cap: Removed entirely (above-the-line costs now fully eligible)
- PDV uplift: New 5% uplift for post/VFX-only projects
Why Productions Choose New Zealand
Unique landscapes. New Zealand offers dramatic, diverse geography, from snow-capped mountains to lush rainforest, volcanic terrain, fjords, and pristine coastline, all within a relatively compact area.
World-class VFX. Wētā FX (formerly Weta Digital) and Park Road Post Production provide tier-one visual effects and post-production capabilities.
Experienced crews. Decades of major production experience (Lord of the Rings, Avatar, The Hobbit, Mulan) have built a deep, skilled crew base.
Government support. The NZFC provides hands-on production support, location assistance, and co-production facilitation beyond the financial rebate.
