South Africa's Film Incentive: Current Status
Important notice: South Africa's film production incentive has been effectively frozen since late 2023. The Department of Trade, Industry and Competition (DTIC) adjudication panel last met in March 2024, and no new projects have been approved in the 2024/25 or 2025/26 financial years. A backlog of unpaid rebates estimated between R600 million and R1 billion remains outstanding.
Program Structure (When Operational)
When functioning, South Africa's Foreign Film and Television Production and Post-Production Incentive provides:
- Base rebate: 25% on qualifying South African production expenditure (QSAPE)
- First ZAR 6 million: Up to 35% on the first R6 million of QSAPE
- B-BBEE bonus: Additional 5% for meeting Broad-Based Black Economic Empowerment criteria
Current Crisis
The South African film industry is experiencing a severe crisis due to the rebate freeze:
- Full-time equivalent employment fell from 4,943 in 2021 to 884 in 2024 (82% decline)
- Industry workers protested at Parliament and DTIC offices in January 2026
- The government introduced a controversial reimbursement model requiring producers to cover costs upfront
- No timeline has been provided for resuming approvals
